A memorial service will be held at 2 p.m. Friday at the West Haven Funeral Home at the Green.The cemetery, which is run by the Standing Committee of the Proprietors of the New Haven City Burial Ground, (its formal name) was founded in 1797 by a group of citizens after the New Haven Green, the city’s first burial ground, became too crowded.The group was led by then U.S. Sen. James Hillhouse, for which a nearby street is named, then home to wealthy citizens and now mainly housing academic buildings for the university.Anne T. Michael D’Agostino, a Democrat, drafted the measure Gov. Dannel P. Malloy has signed into law. He said the bill arose from complaints from people who said utility companies were too aggressive in their trimming in the wake of storms that knocked out power to thousands statewide.But D’Agostino says there’s more work to do. He says the state Department of Transportation should also have to give more notice when it does tree work. There are also new water and sewer lines along Elm Street to hook up to backstage bathrooms.One change you probably will notice: Free Wi-Fi internet, which is hopefully on the way to the Green this summer.Zinn says the upgrades are in line with Mayor Toni Harp’s vision to make the Green more enjoyable for everyone.
