A memorial service for an 18-year-old special needs man who drowned while swimming off Cape St. Claire last weekend will be held Sunday in Severna Park, his guardians said.A memorial service for Thomas Cervasio will be held from 1 p.m. to 4 p.m. at Barranco and Sons Funeral Home, at 495 Ritchie Highway, his guardians Debbie and Roy Wood, said in a letter to the editor this week.Attempts to reach the Woods for this article were unsuccessful.In the letter, the Woods wrote that they had cared for Cervasio for the past five years. The full nature of their guardianship was unclear Friday afternoon.A spokesman for the county's Department of Social Services, which oversees its foster care network, did not immediately respond to a request for comment.The county fire department received a 911 call around noon last Saturday reporting that Cervasio had been swimming in the Little Magothy River during a family outing when he went under the water and didn't resurface.The Little Magothy is fairly shallow, though it has drop-offs that can surprise swimmers, said Candy Thomson, a Maryland Natural Resources Police spokeswoman.Police belie...
